Apparently, the future coalition partners have agreed on a common approach regarding the possible Corona measures in the winter months. There was agreement among the parties involved that the “epidemic situation of national scope” will finally expire on November 24,. Most recently, the Bavarian government had demanded that this measure be maintained during the winter. CSU politicians Söder, Herrmann and Holetscheck had advocated for this regulation. Despite the expiration of the “epidemic situation”, however, November 24 is apparently not to become a “Freedom Day”. Instead, the future coalition partners agreed on a transitional solution for the winter. For the first time, a date for the end of all Corona measures has now been given. “There is an absolute end” to the Corona measures, announced FDP politician Marco Buschmann (FDP). According to the FDP politician, the Corona rules will end on March 20, 2022, Bushman announced at a press conference.

With this, it seems clear that the coalition partners have reached a first decision aimed at phasing out the “epidemic situation”. At the same time, SPD politician Dirk Wiese (SPD) clarified: “November 25 will not be Freedom Day.” Instead, according to Green Party politician Karin Göring-Eckardt, the decision was made for a transitional solution between November 2021 and March 2022. According to Göring-Eckard, there is a need for continued protection for some groups of people. Particularly in the case of small children, the Green politician warned of the currently high incidence rates: At the same time, it was concluded across party lines that there was no requirement to maintain the “epidemic situation of national scope”. This means that strict measures such as lockdowns, curfews and blanket closures will not be possible in the future.

With regard to the Corona rules of the new government, FDP politician Marco Buschmann explained, “We will set a manageable catalog of less intervention-intensive measures. These are then to be applied in the federal states where they are necessary.” At the same time, Göring-Eckardt also made clear that there are possibilities for some restriction in the legal basis itself. Whether 2G and 3G rules will apply in the future, the coalition partners left open for now. “We think 2G is wrong,” clarified Bushman, who pointed out that there would be no stipulation on the part of the federal government regarding a 2G or 3G regulation. Nevertheless, the federal states should still be able to insist on 2G or 3G regulation. For this winter, this option is to be kept open for the federal states, Buschmann further explained.
